Moses set out clear guidelines for how to handle money, crops, livestock, land, and debt. The plan would take care of the needy through generosity. It may sound like he instituted a "tax" or obligation, but his intention was to set aside the first fruits and tithes so that needs could be met, the right perspective towards stuff could be fostered, and God would be honored in money matters.
